此都市規劃案位於馬來西亞依斯甘達特區(Iskandar)，做為新山市郊的大型造鎮開發計畫，占地廣達六百公頃。肩負設計數萬人的家園重責，思瑞建築思考著不僅單純以商業角度開發此地，更著重在如何在自然與機能之中取得平衡，希冀帶給住民們與眾不同的生活品質。
魚眼狀的綠帶及地景公園首先被置入整體規劃之中，其後考量住宅機能及方位分別劃分出適中並多樣化的街廓，烈光鎮因此形成東西南三側由住宅區環繞，簇擁著中心商業區的活力面貌。更小的綠帶與商業排屋交錯，將生活感與自然交織在一起，使居民在享受自然感的寧靜之中，生活所需也僅在咫尺之遙。
This urban planning project is located in the Iskandar district of Malaysia, serving as a large township development on the outskirts of Johor Bahru. It covers a vast area of six hundred hectares and carries the responsibility of designing homes for tens of thousands of people. While MAUD approaches the development from a commercial perspective, the focus is also on striking a balance between nature and functionality, aiming to provide residents with a unique quality of life.
Fish-eye-shaped green belts and landscaped parks were initially incorporated into the overall plan. Subsequently, residential functions and orientations were carefully divided to create moderately sized and diversified street layouts. As a result, Bandar Cemerlang is surrounded on its eastern, western, and southern sides by residential areas, embracing the vibrant commercial district at its center. Smaller green belts intermingle with commercial townhouses, weaving together a sense of life and nature. This allows residents to enjoy the tranquility of a natural environment while having essential amenities within easy reach.
